Report the sale and register a used vehicle in your own name: Simplimmat makes the process quicker and easier.
Anyone selling their vehicle to another individual must report the administrative transfer of their vehicle within 15 days after physically transferring it to the buyer. This obligation under the French National Highway Code protects the seller from being fined for offences committed by the buyer. The buyer is obliged to have a vehicle registration document (carte grise) issued in their own name within one month of the vehicle sale being reported.
The Simplimmat app makes it possible to carry out each of these administrative procedures completely electronically, from a smartphone, provided that the seller and buyer are together in-person.
No paperwork needed. It only takes about ten minutes to report the administrative transfer of the vehicle and apply for a new vehicle registration document, at the same time as the vehicle keys are handed over. Responsibility for the vehicle is transferred immediately, and the buyer can apply for a new vehicle registration document straight away. They will receive it 3 or 4 days later by post delivered to their home.
This requires the buyer and seller to be together in-person, in a location with 4G coverage, to have the vehicle registration document with them, and for both to have their smartphones with the app downloaded.
Better protection for buyers and sellers
The Simplimmat mobile app is designed to address the following situations:
- If the seller fails to report the transfer of the vehicle on the ANTS (France Titres) site, which prevents the transfer of registration to the buyer.
Until now, the seller was obliged to complete two procedures: fill out and co-sign a "paper"-version transfer of ownership Cerfa form with the buyer, then register the transfer of ownership via a dedicated online service on the ANTS (France Titres) site.
The Cerfa form is now digitized in Simplimmat and the transfer is officially and automatically registered once it has been approved by the seller and the buyer on the app.
The fact that the seller and the buyer carry out the formalities together, at the same time, in-person, also avoids errors in entering information relating to the sale, which could cause administrative delays later on, in particular for the buyer when applying to register the vehicle in their name.
- Administrative status and compliance of the vehicle
Simplimmat enables you to view the vehicle's administrative status directly to check that it is compliant. This provides additional security for the buyer. If the vehicle’s administrative status is not in order, Simplimmat blocks the transfer of the vehicle. As such, the buyer has the assurance that the vehicle is not pledged or stolen at the time of its physical transfer.
Pilot run and rollout
The Simplimmat mobile app was tested in 2021 in all Centre Val de Loire and Normandy region departments, as well as in the Yvelines department. Its rollout was pursued in 2022 in the Brittany and Ile-de-France regions. It is now available to all individuals living in France who are selling or buying a French-registered vehicle.
