France Titres, the French authority for secure documents, looks back over the highlights of 2023 in its Activity Report.

In its Activity Report, France Titres, the French authority for secure documents, looks back over the key moments of 2023, which in particular include a record production of identification documents, the launch of a programme to modernize the Système d’immatriculation des véhicules (SIV - Vehicle Registration System) and the rollout of the Simplimmat mobile app.
It focuses on the 4 ambitions defined in the 2021-2023 Objectives and Performance Contract:
- Offer beneficiaries premium-quality services
- Aim for operational excellence when managing complex projects, when securing systems and when managing risks
- Improve the performance of internal processes
- Boost the Authority's consultancy role for ecosystem players
The final year performance of the 2021-2023 Objectives and Performance Contract (COP) paved the way for the Authority to become France Titres, which took effect following the publication of Decree No.2024-146 of 26 February 2024. This change has led to strengthening the Authority's historic role in the identification document issuance chain, through a greater range of skills and missions, which in particular includes the inter-ministerial Programme France Identité Numérique (France Digital Identity Programme). The France Identité app passed the one million user mark in 2024.
Thanks to the commitment of all its teams and partners, France Titres has pursued its roadmap and has consolidated its position as a digital operator that innovates and helps users with their secured document procedures.
