France Titres - The Agence Nationale des Titres Sécurisés (French National Security Agency, ANTS) is a public administrative body that falls under the French Ministry of the Interior.
Since its creation by decree n°2007-240 of February 22, 2007, the Agency's missions have been clarified and extended by decree n°2024-146 of February 26, 2024.
To meet these challenges, ANTS has set up two branches:
- The Citizen Contact Centre at its historic headquarters in Charleville-Mézières, where more than 160 staffers advise and guide users through the online process
- The Paris branch, where the systems governing the document-issuing process are created and maintained.

The ANTS began carrying out its duties for e-passports
30 May 2007
The ANTS began carrying out its duties for electronic national identity cards and biometric passports

The ANTS began carrying out its duties for vehicle registration certificates
08 December 2008
The ANTS began carrying out its duties for biometric visas
27 July 2009
The ANTS began carrying out its duties for e-residence permits
05 December 2011
The ANTS began carrying out its duties for national identity cards
27 December 2012
The ANTS began carrying out its duties for driving licences
16 september 2013
Date from which driving licenses are no longer produced in the prefecture, in the form of a pink cardboard triptych, but in a centralized and secure manner, at the Imprimerie Nationale, under the supervision of the ANTS.
6 may 2017
The ANTS began to be responsible for operating the state data exchange platform civil.
6 november 2017
The ANTS set up online application for vehicule registration and driving license procedures.
14 december 2021
France Identité, the France Digital Identity interministerial program is attached to the ANTS.
26 avril 2022
The ANTS is authorized to implement a means of electronic identification called “Digital Identity Guarantee Service” (SGIN).
26 february 2024
The ANTS is authorized to bear the name France Titres and sees its missions extended.
Leadership of the ANTS
In accordance with decree no. 2207-240 of 22 February 2007 creating the Agence Nationale des Titres Sécurisés, the Agency is administered by a Board of Directors and headed by a Commissioner.
In addition to its Chair, the Board of Directors comprises:
- the Secretary General of the Ministry of the Interior
- the Director of Modernisation and Territorial Action at the Ministry of the Interior.
The Agency is headed by Prefect Anne-Gaëlle Baudouin.
