Online procedure and mobile app accessibility
This page is not a help page. It details the level of accessibility recorded for the various online procedures, mobile apps and other services offered by France Titres - ANTS (French authority for secure documents).
The French authority for secure documents (France Titres - ANTS) pays particular attention to the quality of its websites to ensure they are accessible to as many people as possible. As such, it is committed to complying with version 4 of the Référentiel Général d'Amélioration de l'Accessibilité (RGAA - General Accessibility Improvement Framework) and to making its online procedures and mobile apps accessible pursuant to Article 47 of French Act No.2005-102 of 11 February 2005.
Questions? Answers.
An accessible website is a site where all Internet users, including people with disabilities and people who use special software and/or equipment can access its content easily. This means, for example, that people can:
- Browse using speech synthesizers or Braille displays (used in particular by blind and vision-impaired Internet users).
- Customize the site display to suit their needs (enlarge fonts, change colours, etc.).
- Browse without the mouse, using only the keyboard or a touch screen.
We take a pragmatic approach to accessibility and listen to what users have to say, which helps us make better design choices, and when they report any weak points when browsing. For example:
- Some experienced professionals only browse using tab keys when carrying out their online procedures.
- Vision-impaired and blind people can use speech synthesizers or Braille displays to browse the French authority for secure documents (ANTS) sites.
If you have a browsing issue, you can tell us about your experience and report this to us by sending a message to the accessibility contact person at ants-accessibilite@interieur.gouv.fr.
What you must include in your message:
- Specify the URL of the page or the name of the procedure / title of the page where you had a browsing issue. If possible, attach a screenshot. Any details you can give us will be invaluable and will help us identify the issue.
- If you know your web browser and its version number (for example: Firefox v.108.0.1 , Safari v.2.0.1, etc.) please specify this.
- Also, if you use assistive technology, please specify its name and version number (for example: NVDA 2022.3.3, VoiceOver 4.0, Talkback, etc.).
If you require support, please send a message to our call centre staff. The accessibility contact person does not have access to your account's personal data or to the content of your current applications. They cannot take action on your application to add a document, for example.
The French authority for secure documents (ANTS) sites contain many texts and links that mainly redirect to other French public service websites. It can happen that certain typos (missing or misspelled words) exist and that some links are outdated and display a 404 error page. If you see a typo or broken link, you can report it to us by sending a message to the accessibility contact person at ants-accessibilite@interieur.gouv.fr.
What you must include in your message:
- Specify the URL of the page or the name of the procedure / title of the page where you had a browsing issue. If possible, attach a screenshot. Any details you can give us will be invaluable and will help us identify the link or the typo concerned.
If you require support, please send a message to our call centre staff. The accessibility contact person does not have access to your account's personal data or to the content of your current applications. They cannot take action on your application to add a document, for example.
Would you like to help us improve our French authority for secure documents (ANTS) online services by suggesting an improvement? Then please send a message to the accessibility contact person at ants-accessibilite@interieur.gouv.fr. Your suggestions will be passed on to the teams concerned.
What you must include in your message:
- Specify the URL of the page or the name of the procedure and/or title of the page, then send us the mail or join the document concerned by your suggestion for improvement.
- Tell us what you had an issue with, what was complicated, long or illogical.
- Tell us what you think we can do to improve this content.
- Please avoid including personal or security information (password, application number, etc.) as far as possible.
If you require support, please send a message to our call centre staff. The accessibility contact person does not have access to your account's personal data or to the content of your current applications. They cannot take action on your application to add a document, for example.

National identity card and passport procedures
The accessibility statement hereof applies to the "Online pre-application for a national identity card and/or passport" procedure. It is seen as an essential State procedure and, as such, is monitored by the French Observatory on the quality of online procedures.
It is hosted on the moncompte.ppd.ants.gouv.fr and predemande-passeport.ants.gouv.fr sites.
Compliance status
The online "Pre-application for a national identity card and/or passport" procedure complies only partially with version 4 of the General Accessibility Improvement Framework (RGAA) due to the non-compliances and exceptions listed below.
Test results
The compliance audit carried out by the French Digital Response Unit of the Interministerial Digital Affairs Directorate (DINUM) reveals that:
- 73.24% of RGAA version 4 criteria are complied with;
- The average compliance rate is 96,40%.
Inaccessible content
The content listed below is not accessible for the following reasons.
Non-compliances
The online pre-application for a national identity card and/or passport complies 100% with the RGAA (General Accessibility Improvement Framework). The remaining non-compliances are now solely related to the Log in - Create an account, Procedure tracking and Contact pages.
On these pages, the main non-compliances for users with disabilities relate to:
- "My personal data" page displays account data in disabled input fields, which therefore have too low a contrast ratio (3.2);
- The accordions used to create an account do not have any settings, which can lead to transcription errors with assistive tools such as speech synthesizers (7.1);
- Some fields are not grouped together correctly, have no item and make browsing unnecessarily complicated with assistive tools (8.9);
- There is a break in the title hierarchy on the Create an account page (9.1);
- The ordered list to announce the 3 steps for creating an account is not structured with
- (9.3);
- The "My personal data" page summary is not correctly structured for reading with assistive tools (9.3);
- Passwords are no longer returned if CSS is disabled (10.2);
- It is impossible to know which item in the list of country codes is selected if CSS is disabled (10.3);
- Issue with focus visibility on the accordions used to create an account and on a tooltip (10.7);
- On the "My personal data" page, the first name form fields contain a hidden label (11.1), a note states that not all fields are required but nothing tells the user which fields are required (1.10);
- "Contact" page: the CAPTCHA on this page still has various accessibility issues when displayed;
- The title of the page for keeping track of the procedure contains the acronyms CNI and PSP for national identity card and passport. As such, the title is not relevant (8.6);
- France Titres and partner images displayed on account pages are not enlarged when zooming in on the screen (10.4). This means that the menu button disappears in mobile format when the text is zoomed at 200% (10.11);
- Loading and number of results messages are incorrectly read by assistive technology. The results table is organized as instead of as a real table or a semantic structure with titles, paragraphs and lists (9.3).
Exceptions for excessive demand
None.
Content not subject to the accessibility obligation
French State websites must use the French State's Design System (DSFR) (Order No.6411-SG on the readability of French State websites and the quality of digital procedures). During an audit, a few rare non-compliances linked to its use were identified:
- The hover status over some components (tertiary buttons, accordions) in dark mode does not provide a sufficient level of colour contrast;
- Radio buttons do not enlarge when using the browser zoom or when setting the zoom level in the device settings.
The French State's Design System (DSFR) is not funded or developed by the French authority for secure documents. Although these points do not fall under the Agency's responsibility, we will however ensure that any future correction is reported as soon as possible, during a DSFR version upgrade.
