Justif'Adresse

Justif'Adresse is a special system that automatically verifies the street address entered by a user into an online form.

What is Justif’Adresse?

Justif'Adresse is an initiative to simplify online steps for obtaining a national identity card, passport, driving licence, or vehicle registration certificate without having to provide proof of address.

This measure is provided for in article 44 of French law of 10 August 2018 for Trusted Government Services (known as the "ESSOC Law").

 

 

How does it work?

In practical terms, once they have logged in to a document application form and entered their marital status and address, all users residing in the départements of mainland France including Corsica (except the DROM-COM) can ask for their address to be validated when applying for a document.

 

  1. At the time that they agree to use the Justif'Adresse system, users must declare that they have read the General Terms and Conditions of Use (CGU), accept them, and authorise the reciprocal exchange of some of their personal data between the government and the chosen service provider, in compliance with the General Data Protection Regulation (GPDR).
  2. The user is then asked to select one of the service providers specified in the request from a drop-down list, so that the address can be verified. A user who does not know any of the service providers on the list must select "My provider is not on the list".

Analysis and verification

After a comparative analysis of the declared address with the address known from the selected service provider, which takes less than 10 seconds, the user is informed whether or not their address has been validated by the system:

  • if there is a match between the two addresses, then Justif'Adresse will validate the address declared by the user when applying for the document. That person will no longer have to scan a proof of address and attach it to the online form, or produce it on a visit to municipal government offices to attach it to their application for a national identity card or passport.
  • if the address could not be validated automatically, the user can then make two further attempts by selecting another service provider from the list.

The lack of verification may be due to:

  • technical reasons (unavailability of a computer database, computer connection problems, etc.),
  • because of ambiguities or different spellings in the address, for example.

If verification is unsuccessful, the user is informed by a message and exits the system.

They must then either scan a proof of address and continue with the online service, or produce proof of address at the municipal government office if the application is for a national identity card or passport.

From 1 February 2021, the system will cover all départements in mainland France and Corsica, and since July 2022 in the French overseas departments and regions.

Its objectives

 

The main objectives of the new system are to:

  • Simplify procedures for users applying for documents.
  • Help to fight document fraud by reducing the risk of fraud in supporting documents.
  • Be in line with the objectives of the Action Publique 2022 programme.

To do this, Justif'Adresse automatically compares the address declared by the user with the address known from a provider of a good or service linked to their home (energy, telecoms, etc.).

 

When and with which service providers?

Justif'Adresse will be available from February 2021 for all online services: Issuing a national identity card, passport, vehicle registration certificate, and driving licence.

The service providers involved in the system at the invitation of the Ministry of the Interior are listed in the Order of 27 October 2020.

They are:

  • EDF (Électricité De France)
  • ENGIE
  • Gaz Tarif Réglementé (an ENGIE Group brand)
  • Total Direct Énergie.

Who can use this system?

All users residing in mainland France, Corsica and the French overseas departments and regions.

 

Please note: Users residing in overseas collectivities are not yet covered due to the lack of service providers under agreement.

 

Under what conditions?

The decisive factor in being able to use this system is the declared address by the user at the time of their online application, particularly when pre-applying for a national identity card (CNI) or passport:

  • a user living in one of the départements of mainland France can file a pre-application online using Justif'Adresse, while at the same time filing the application and collecting their document from any commune in France equipped with a collection system.
  • conversely, a user filing the same application (a pre-application for a national identity card or passport) in one of the départements of mainland France, but who does not live there, cannot use this new system. For example, a user residing in Corsica who files a document application or pre-application in Yvelines will not be able to use this system.

Is this compulsory?

This simplification measure is not compulsory: All users are still free to agree or refuse to take part in this system.

Refusing to do so will not penalise users in any way: They will just have to attach or scan their proof of address to complete their application, as was already the case.

 

Who can't use this system?

Some users of online procedures will not be able to use it, because they do not have proof of their name and home address. This is the case, for example:

  • for all applications: For people living in shelters or under guardianship, for spouses who do not have a contract in their birth name, for people whose contract mentions a first name different from that used in vital records, and for minors whose separated parents have opted for shared custody.
  • for issuing vehicle registration certificates: Automotive professionals authorised to use the SIV.
  • for issuing driving licences: Driving professionals.
