SIV: Vehicle Registration System

What is the SIV?
The SIV, or Vehicle Registration System (Système d'Immatriculation des Véhicules), went live on 15 April 2019.
The main principle of this new vehicle registration system is to associate a registration number with a vehicle, rather than with the owner, as was the case with the previous system, the Fichier National des Immatriculations (FNI).
This system allows all vehicle owners to register their vehicle directly online or at a SIV-approved dealership (around 35,000 contact points), whereas the previous system only allowed registration at a prefecture office.
What are the goals of this system?
The goals of this system are to:
- simplify the formalities for individuals
- involve car sales professionals in the registration process
- give all automotive professionals direct access to certain information
- make the registration certificate more secure
What applications are linked to the SIV?
The vehicle registration system is based on a number of applications, including:
- The "core" of the SIV system and interfaces with external partners: mainly focused on the registration steps
- The SIT, or Remote Payment Application (Système de Télépaiement), the main purpose of which is to pay and collect registration fees
- The "satellite VV " (SVV) app, which provides information on the theft of vehicles and documents
- the "pre-application authorisation and approval" (APD) app for automotive professionals
What is the role of the ANTS?
The Agency is responsible for implementing the SIV through an agreement with the Ministry of the Interior and the Road Safety Delegation, and in partnership with the DNUM (the government’s digital strategy hub) for hosting and operating the platforms.
As project manager, the Agency provides both technical assistance on the use of the IT tool and functional assistance.
It also provides support for the various user profiles (authorised professionals, processing government agencies).
