The "Government Officials" (AAE) card is used as part of the "Cards" projects run by the Ministry of Culture, OFII (Office Français de l'Immigration et de l'Intégration), and COMEDEC.
What's it used for?
This smart card enables government agents to authenticate themselves on information systems and to sign documents electronically via the two personal certificates it contains.
These signature cards comply with the highest level of the government’s security standards, Référentiel Général de Sécurité 3* (RGS ***).
The ACT card is used for the following projects:
- COMEDEC (electronic transfer of vital records)
- and SAIP (emergency alert system).

The Agreement
The ANTS provides local governments with authentication and signature cards as part of the State's digitisation projects.
To be able to use these cards, local governments must sign the card agreement.
At the end of the municipality's COMEDEC registration process, which is completed by clicking on: https://www.convention.comedec.ants.gouv.fr, you can download the two agreements that describe:
- how to obtain it
- how to assign
- and use the cards
- and the reciprocal obligations of each party.
The signed agreement must be mailed to ANTS at the following address

IT prerequisites
The Card Agreement is accompanied by an appendix, "The Municipality and its Information System", which must be completed and returned with the membership agreement.
This appendix identifies the local government's IT characteristics in order to determine its compatibility between the tools used and the card management app.
The workstation prerequisites for using the signature tools are:
OS: Windows 8 or Windows 10
Java machine (JRE version >= 1.8).
Internet Explorer, version 11 or higher or Firefox ESR portable version provided by ANTS.
Installation methods and kit
The card reader installation kit contains:
- IAS ECC software installation programs (Middleware)
- The "WlSignerXades" signature library.
All the installation procedures are described in the guide "ANTS Agent Card Station: User Environment Installation".
Configuring a workstation to access COMEDEC requires installing middleware (64 or 32 bits), a JRE java 1.8 version or higher, and Internet Explorer 11 or Firefox ESR mobile browser
