Rollout of the France Identité app and launch of the digital driving licence
On 14 February, Gérald DARMANIN, French Minister of the Interior and Overseas Territories, accompanied by Dominique Faure, Minister responsible for Local Authorities and Rural Affairs, announced the rollout of the France Identité app and the arrival of the digital driving licence in France Identité. This initiative is part of the drive to offer French citizens digital identity proofing services and to simplify their use.
The rollout of an app launched in its beta version in May 2022
The France Identité app is a service that lets users prove their identity. The app is free of charge and optional. It works with the new French identity card.
It is not intended to replace the French identity card or existing administrative procedures but to offer new alternatives to French citizens who so wish.
The France Identité app was launched in its beta version on 11 May 2022 on Android and on 13 October 2022 on iOS. This initiative is part of a transparent and inclusive approach, co-created with users and the ecosystem to provide a solution that meets their expectations as much as possible and focuses on the following uses:
- generating single-use identification documents: as an alternative to photocopies of identity documents, this service enables users to produce electronically-signed documents to prove their identity and, as such, prevent fraud.
- authenticating on FranceConnect: the app lets users log in with their French identity card to access the services available on FranceConnect.
Since 14 February 2024, France Identité has been accessible to anyone who wishes to use it, as the number of users is no longer limited. You just need to download the app by visiting the france-identite.gouv.fr site (in French). To use France Identité, you must:
- Have a new French identity card (credit card size);
- Be of legal age;
- Have at least an Android 11 mobile with NFC technology or at least an iOS 16.6 iPhone.
The launch of a new secure document: the digital driving licence
France Identité users can now add their driving licence to the app. All types of licence (three-part ones and credit card size) are compatible. This digital licence does not replace the physical licence but is complementary and simplifies road uses in particular.
The digital driving licence meets several goals:
- to reduce physical licence loss and theft;
- to enable users to complete administrative procedures without having to disclose all their personal data;
- to tackle fraud, in particular during online administrative procedures.
The digital driving licence can be used during a roadside check conducted by national internal security forces. Users will soon have the opportunity to integrate their driving licence data into a document proving they are entitled to drive, when carrying out online administrative procedures or renting a vehicle.
How do you import your driving licence into your smartphone?
France Identité intends to extend its uses. As such, to prove your identity in public transport networks, a pilot run will be carried out with the SNCF (French railway company) starting in the 2nd half of 2024.
Digital identity certification
Certified digital identity lets you complete administrative procedures remotely which, until now, required you to make a physical journey so that authorities could check your identity. Today, this also enables you to electronically appoint a proxy to vote for you. And, you will soon be able to access the services available on FranceConnect+.
France Identité-digital identity certification procedure is currently being rolled out nationwide. New municipal administrations are joining the initiative on a regular basis to ensure this new service is introduced nationwide.
The FTAP (Fonds pour la transformation de l'action publique – French national fund for improving public initiatives) invests to ensure France Identité is rolled out.
Since France Identité was created, it has benefitted from some €27 million from the French national fund for improving public initiatives (site in French).
France Identité is a project that is fully in line with the FTAP's goals: investing in projects that are highly-advantageous to users when it comes to effectiveness.
